Education Winners for Tony K. Burris VFW Post 3608
The VFW has several programs in which the Tony K. Burris Post 3608 participate. The Patriot’s Pen, which is for students in the 6th through 8th grade, is an essay program with a different theme every year. This years’ theme was “Are You Proud of Your Country?”. This year we had a total of 255 participants which included Bridgecreek Middle School, Blanchard Middle School, and home schools. The local winners were:

The Voice of Democracy is the program for high school students. Students Prepare an audio cassette or cd of 3-5 minutes in length along with a typed essay. The theme for 2011-2012 was “Is There Pride in Serving in Our Military?”. We had five (5) entrants in this category. Local winners were:

Second Place: Nikayla S. Parton, Blanchard High School
Third Place: Joseph P. Lyon, Blanchard High School
Another program we have is Teacher of the Year. Last year, Annette Dake from Bridgecreek Elementary won local, District, State and National levels.

2009 City Council Failed to Provide Updated Map to Election Board as Required by Law
Allegations of voting fraud have been made by City Councilman Bob Hagan or Mike Fenercich. Former council candidate Yvonne Lackey, who was arrested for, and plead no contest to, carrying a weapon into City Hall after the election (see story), seems to be one of the group who is also accusing people, going on to say "50 names have been identified and submitted to the proper authorities."
New information has been pointed out that Oklahoma State Statute Title 26 Elections, Chapter A1 - Election Code, Article XIII - Municipal Elections, Section 13-107 - Maps to be Provided states: "It SHALL be the MANDATORY duty of the governing board of each municipality to provide to the county election board or boards of the county or counties wherein said municipality is located a current map of said municipality. Said map must clearly define the municipal limits or ward boundaries of any municipality, the governing board of said municipality SHALL immediately provide the appropriate county election board or boards with a complete revised map of the municipality."
After the de-annexation by the outgoing city council in 2009, it appears the 2009 new city council and their city manager failed to make sure the paperwork was completed. It appears they failed to provide a revised map to the election board in 2009 after the de-annexation and again failed to provide one before the election in 2011. It appears the April 2009-April 2011 city council failed to fulfill their mandatory duty. It is now being reported that some of those who are being accused of voting fraud feel that Mr. Hagan’s and Mr. Fenercich’s dereliction of this duty seems to be responsible for allowing the election board and the people to believe they were eligible to vote. Some went on to say the last city council did not let the people know what was going on in the city, so the city council could have annexed them back in or overturned the de-annexation without telling them.
As for Ms. Lackey’s accusations and involvement, people remember how upset she was after losing the election. They feel this may just be another type of "weapon" she may now be using against those she feels are responsible for her losing the election.
City Attorney David Perryman has repeatedly advised the council of the law regarding calling an election. In Tuesday’s council meeting, he also said the revised map was completed and being sent to the McClain County Election Board. State and county election officials have repeatedly said there were steps to take to prevent voter fraud, and that they would work diligently to see that the voter registry was updated. Mayor Broyles has also said a map could be provided for those who are unsure if they live in this area.
Questions are now: What is the real reason behind Mr. Hagan’s and Mr. Ferencich’s continued refusal to call an election? Were these delaying tactics for whatever undisclosed reasons they may have? Conspiracy? Fraud? Whatever you may call it, it appears these two councilmen may be the ones who are continuing to break the law by not calling the election, and it appears their alleged repeated failure to perform their duty in office as required by law may be the problem that caused the alleged voting irregularities.

Congress of Mayors Crafts Legislative Agenda
OKLAHOMA CITY - Mayors from across Oklahoma met at the state Capitol today to debate issues facing municipalities and craft a legislative agenda for the 2012 legislative session..
The Oklahoma Congress of Mayors is sponsored by the Mayors Council of Oklahoma (MCO) and the Oklahoma Municipal League (OML). Congress delegates participate in the one-day legislative event at the Capitol to discuss municipal issues and learn about the legislative process.
State Representative Joe Dorman, who served as parliamentarian for the Congress of Mayors, said he was honored to take part. The parliamentarian assists the presiding officer with the running of the floor activity of the general session.

Blanchard Community Coalition Hosted Chamber Luncheon
On Thursday, January 19, 2012, the Chamber luncheon was hosted by the Blanchard Community Coalition, A Turning Point Partner (BCCTP), and Tobacco Free McClain County and Tobacco Free Grady County. Representatives from each group talked of their missions, achievements and future plans for Blanchard and surrounding communities.
For those who do not know, the Blanchard Community Coalition "was formed to address health, safety, and wellness needs of Blanchard’s youth and community." Members of this Coalition are committed to making a difference in our community and the surrounding areas. They worked diligently and put together their 2012 Strategic Planning (click here to see plan).
Some of their past accomplishments have been: Safe Routes to School, National "Walk to School" Day Campaign, the CATCH Program with First United Methodist Church, the Prescription Drug Round Up with Blanchard Drug and Gift and Blanchard Police Department; and Blanchard Fall Fest (4th year) providing free bike helmets, free car seat checks, and health screenings.
Thanks to the combined efforts and the support of their community partners, they have been able to promote substance abuse prevention and develop policies to protect our youth; to develop program outcomes to promote tobacco prevention and cessation for residents; to make residents aware of the importance of physical activity and nutrition; and to properly dispose of over 1000 prescription medications that were part of the Prescription Drug Round Up.

Hypocrisy Abounds on City Council
At the Tuesday, January 10, 2012, council meeting, in a move that Mayor Frank Broyles felt was in violation of the Open Meeting Law, Councilmen Bob Hagan and Mike Ferencich appointed Barbara Harris to Ward 2 council seat which was vacated by Jon Owens. Mayor Broyles felt it violated the Open Meeting Law because the agenda did not state who they were going to appoint to give people a chance to have a voice or know what was intended.
When Lynn McCumber vacated Ward 1 council seat in June 2011 due to health reasons, Bob Hagan was very outspoken and adamant about the people having the right to elect who they wanted, and Mike Ferencich agreed. Two attempts were made by Mayor Broyles to have someone appointed. One person was said to have been threatened with the loss of her job and the other was said to have received an anonymous letter.
Mr. Hagan and Mr. Ferencich also refused to vote for an election for the vacant Ward 1 seat, citing concerns over possible voting irregularities in the last election due to people voting who had been de-annexed. Processing of the paperwork for the de-annexation was held up for approximately two years. Oklahoma State Statute Title 11, Section 8-109 states "if the vacancy has not been filled within sixty (60) days after it occurs, the governing body SHALL call for a special election." Their refusal to call an election appears to be a clear violation of the law and violation of the rights of the citizens of Blanchard to have an election. Mayor Broyles states in his column, "It is the LAW and YOUR right to have the election. I have talked to the election board about the possibility of voters being allowed to vote who were not eligible because of de-annexation. People who were de-annexed now know they are not eligible. If they are unsure, they can cast a provisional ballot and allow the election board to determine if they are eligible or ineligible. Also, a map can be put up to allow people to determine if they live in the de-annexed area. There is NO valid reason to hold off on an election now, except delaying tactics." It has also been reported that anyone who knowingly votes in an election they are not eligible are breaking the law and may be prosecuted when challenged within the allowed time after the election.
Questions have been raised by some if the de-annexation was legal, as residents were not notified nor asked if they wanted to be de-annexed. Also being questioned is the possibility of a statute of limitation for the filing time of the paperwork for the de-annexation, as two years is a very long time for it not to have been completely processed.

We are all professionals, and I am certain Grady County Sheriff's Office did everything in their power to respond as quickly as they could. Senators Coburn & Scott Brown Send Letter to CMS Acting Administrator Asking on Implementing Recommendations to Reduce Medicare Fraud

Problems with Cell Phone Calls to 911
After the break-in and shooting of an intruder, numerous questions have arisen about the amount of time it took for Blanchard Police to arrive at the scene. The 911 call went to Grady County first, who later transferred the call to Blanchard. Although the amount of time from the initial call was twenty minutes, the time it took for Blanchard Police to respond after being notified was only six minutes.
Cell phone calls to 911 may not always be directed to the closest emergency responders because of a glitch in the system. This has been a problem for some people who have also called requesting ambulance service and were directed to Tuttle when they live only five minutes from Blanchard. Dispatchers who receive these calls may not have a map of your area.
When questioned as to the reason for the amount of time it took for Blanchard Police to respond, Mayor Frank Broyles made this statement. "If people use cell phones to call 911, it is important for them to know who their closest emergency responders are so that if they reach a different 911 service, they can be transferred quickly to the proper emergency responders. Also understand if officers and ambulances are tied up on other calls, the next closest available ones are usually dispatched." Mayor Broyles went on to say he will be looking more into the matter of cell phone 911 calls and what may be done. Mayor Broyles also stated that the Blanchard Police responded quickly and efficiently after they received the call, and he has the utmost confidence in the Blanchard Police Department.

Questions about Response Time on Shooting
Many people have questions regarding the 21 minute response time on the home invasion shooting that took place on New Years’ Eve. Hopefully, we can clear it up here. We'd like to try to make the situation a little more clear, at least from the Blanchard Police side of the situation. The initial call came from the girl's cell phone at 1:45 pm. The call went to Grady County, although the residence is actually in Blanchard PD jurisdiction. Grady County did not realize that the call was not in their jurisdiction to begin with. Certainly, Blanchard PD would have assisted Grady County, had Blanchard PD known about the call before 2:00 pm. Unfortunately, we did not receive notice of this call until 2:00 pm, and an officer was on scene at 2:06 pm. We cannot speak for the Grady County Sheriff's Office, but the Blanchard Police Department had a response time of 6 minutes. We hope this clears up any questions you may have regarding Blanchard's response time. We also hope this reaffirms your confidence in the Blanchard Police Department and our officers. Unfortunately, there are flaws in the 911 system. That's something we can't give an educated comment on. Hopefully, these flaws will be rectified much sooner than later.

Dustin Stewart Charged in Martin's Death
Dustin Lewis Stewart was arraigned in Grady County court today. Stewart, a suspect in the home invasion that left Justin Martin, a second suspect, dead has been charged with first degree murder, according to reports.
Stewart has been charged in Martin’s death since Martin died while the two are suspected of committing a criminal act. A bond hearing for Stewart will be Thursday at 2:30 p.m.

Fire Department Reports Year End Stats
Blanchard Fire Department finished off the 2011 year with a total of 815 calls. The majority of our calls were Medical Assist. We have put on several new members to our department this past year.The new members have made a great impact on how we serve the community. We currently have several going through Emergency Medical Responder training to be certified EMR's in the community. There will also be 3-4 going to Fire Fighter I training starting in the next couple of weeks. The better trained we are, the better we can serve the Town of Blanchard. We are here for you.

This is the time of the year that your McClain County Sheriff's Office will be attending annual pipeline safety emergency response programs. The pipeline programs are sponsored by the Oklahoma Pipeline Awareness Liaison. The program was established as a working liaison between pipeline companies and emergency response agencies.

District #3, McClain County Commissioner Shorty Foster spoke to
a large crowd at Blanchard’s Oklahoma Liberty Tea Party on
Thursday, January 5. Shorty stated McClain County is divided into three districts and that, due to re-districting (click here for map), the number of roads he is now responsible for has doubled. He also stated that one of the major responsibilities of the county commissioners is the county budget. The commissioners prepare their budget along with those of the county offices, sheriff‘s office, court clerk, treasurer and assessor. (Click here to see a copy of District #3’s monthly budget and expenditures.) The funds for the commissioners' budget come mainly from fuel taxes. Although it is a common misconception, the county commissioners do not receive any funds from ad valorem taxes. Ad valorem taxes go mainly to schools. In addition to the normal duties, Shorty sits on 10 separate boards.

Looking Back at 2011
As the year 2011 is now officially over, we look back at some of the things that went on that have affected our city. We survived a major disaster with the May tornado and a year of one of the worst droughts in Oklahoma history. Fires were major problems for our firefighters, not only locally, but statewide. Burn bans remained in affect most of the year. Politics in Blanchard were sensationalized, with Councilman Bob Hagan going so far as to call himself "Bob, the terrorist, Hagan" in a column he used to attack Mayor Broyles. Mayor Broyles continued to reassure the citizens of Blanchard against Mr. Hagan’s attempts to scare the citizens. In spite of all that has happened, Blanchard has once again come through another year with our citizens joining together to help and support different civic organizations, our schools, school children, families in need, children who are in need of medical help, and all those who are doing their part to make Blanchard a great place to live! Names Released in Blanchard Home Invasion Shooting
It has been reported that 24-year-old Justin Shane Martin was shot and killed by 18-year-old Sarah Dawn McKinley after Martin broke into the woman's home. Police say Sarah McKinley was home with her 3-month-old son when Martin and 29-year-old Dustin Louis Stewart forced their way in. Martin died at the scene from the gunshot and Stewart escaped but later turned himself in to the Blanchard police department. Blanchard City Councilman Jon Owens Resigns
On Thursday, December 22, Jon Owens reportedly resigned the Ward 2 council seat after serving only eight months of his four year term. Mr. Owens has reportedly accepted a position with another municipality’s police department which makes him ineligible to continue serving on the city council under the Oklahoma Statute's dual office holding law. During his campaign, Mr. Owens stated that all he wanted to do was clear his name and serve the citizens of Blanchard. Several citizens, who asked not to be named and who supported Mr. Owens’ election, stated they feel angry, betrayed and used by Mr. Owens, especially after what he did in September.
With Mr. Owens vacating the Ward 2 council seat, there will now be two vacant positions on the city council. Ward 1 is also vacant.

Greg Shupert Pleads "No Contest" to Charges
Greg Shupert appeared in McClain County District Court on October 27, 2011 to face charges for making a threatening/obscene/harassing phone call.
According to court records, Mr. Shupert entered a plea of "no contest" which equates to a guilty plea. Mr. Shupert received a one year suspended sentence,
one year DA supervised probation, and no contact with the victim or the victim's family.
Greg Shupert to Appear in Court
The McClain County District Attorney’s office issued an arrest warrant on August 24, 2011, for Greg Shupert for making a threatening/obscene/harassing phone call to the Mayor of Blanchard, Frank Broyles on July 27, 2011. During the police investigation, Mr. Shupert admitted to making the phone call, stating “he had had way too much to drink and that he wouldn’t hurt anyone.” When asked for a statement, Mayor Broyles’ only comment was “with Mr. Shupert’s past history of violence, I have to take this threat seriously for my safety and the safety of my family.” Mr. Shupert’s next court date is scheduled for Thursday, October 27, 2011.
In April of this year after Blanchard’s new city council members were elected, a police report was filed when Mr. Shupert allegedly made a threatening phone call to Leon Lacy. Also at that time, a McClain County Sheriff‘s report was filed for another alleged threatening phone call placed by Mr. Shupert to another individual who has requested not to be named.
Mr. Shupert was previously arrested on August 1, 2009, for domestic abuse in the presence of a child.

Grady County Sheriff's Department Announces "Burglary Ring Stopped"
SHERIFF’S DEPARTMENT ARREST AND FILED ON 5 INDIVIDUALS AND ARRESTED 5 OTHERS ON WARRANTS IN A BURGLARY RING IN GRADY COUNTY
The Sheriff’s Department just concluded an investigation into a burglary which occurred during the month of October 2011. The investigation centered on a residential burglary in which numerous firearms were taken; an estimated value of over $8000. Investigators believed that Jessica Steele (a house cleaner for the victim) unlocked a window for Bradley Moore. On October 19, 2011 Johnny Simmons burglarized the residence along with Kenneth Farley and Lisa Morris taking 12 firearms from the residence. The suspects drove to Oklahoma City to sell or trade the firearms for cash and drugs. One of the firearms was given to Bradley Moore for helping in the deal. Chickasha Police recovered one of the firearms on an unrelated call, returning it to deputies.
The victim in this case was an exemplary example of cooperation with law enforcement by working closely with investigators by supplying information and leads to a final conclusion of the arrest and charges being filed against 5 individuals; Johnny Simmons, Kenneth Farley, Lisa Morris, all have been jailed with charges in relation to this burglary. Charges on Jessica Steele and Glen Furra are pending. During this investigation 5 others were arrested for outstanding warrants. All these individuals have been linked to other crimes outside of the Grady County area; and additional are facing charges in other jurisdictions. It cannot be stressed enough, that such cooperation between victims and law-enforcement working as a team, results in the best conclusion for victims of crime. Staying alert, recording serial numbers, photos of valuables, reporting strange vehicles; all add to effective investigation and making arrests on those individuals that want to break in to your homes, stated Sheriff Art Kell.

City Council Election Postponed
Due to unspecified circumstances, the February election for the Ward 1 city council seat will need to be rescheduled. At next Tuesday's regular council meeting, the city council will vote on a new resolution to establish new candidate registration and election dates. Based on availability, the dates for registration should be January 9 thru 11, 2012 with an election date of March 6, 2012. The new date will coincide with a state election which will save on the election costs.

House Moves to Block EPA Farm Dust Rules
Passage of H.R. 1633, the Farm Dust Regulation Prevention Act, certainly qualifies as a positive event in Washington that is of particular relevance to our state.
Oklahomans were justifiably outraged when the Environmental Protection Agency (EPA) announced earlier this year that it was considering tightening its "coarse particulate matter" standards under the Clean Air Act to such strict levels that farmers and ranchers would be deemed out of compliance if they kicked up too much dust. If these regulations came to pass, the government could enforce ridiculous rules like preventing farmers from working in the fields on windy days..
H.R. 1633, of which I am a cosponsor, prevents the EPA from issuing new regulations for one year and prohibits them from enforcing standards that exceed state and local rules already in place. Predictably, the White House is threatening to veto this commonsense policy. However, with a bipartisan companion bill already introduced in the Senate, I am hopeful Congress will stand with farmers and succeed in overriding any veto.

Cole Praises Repeal of Taxpayer Funding for Presidential Campaigns
WASHINGTON, D.C. – Rep. Tom Cole (OK-04) released the following statement after the House of Representatives approved HR 3463, a bill to eliminate the Presidential Election Campaign Fund and the Election Assistance Commission. These outdated programs use taxpayer money to fund presidential campaigns and political nominating conventions. The Federal Election Commission (FEC) recently announced that the Republican and Democratic parties received $17.7 million each in taxpayer funding for their 2012 presidential nominating conventions.
"The American people sent us here to cut wasteful spending, and taxpayer funding for presidential candidates is as wasteful as it gets. This legislation eliminates an antiquated, outdated system of the public financing of elections and terminates an obsolete commission.
"With a $15 trillion debt, we must start cutting somewhere. If we can't cut something like this, what can we cut? These programs are clearly unnecessary. They don't feed anyone. They don't keep anyone warm. In times like these, we need to re-evaluate all of our governmental priorities and remove pieces that are useless. The Senate should act immediately to cut $650 million by eliminating this welfare program for politicians."
HR 3463, which was co-sponsored by Rep. Cole and Rep. Gregg Harper (R-Miss.) would save taxpayers $650 million over 10 years. The legislation is based on HR 359, which was introduced by Rep. Cole and passed by the House in January.

Christmas Parade and Lighting of the Lights
Although the weather was stormy and cold Saturday morning, the rain stopped and the temperature warmed up to make for a great day for the Lions Club Christmas Parade and the Lighting of the Lights on Main Street. Blanchard’s very own Ms. Jody Miller entertained the crowds with beautiful Christmas music. Although a few canceled due to the weather, there were still plenty of participants to make for a good parade. To the children’s delight, Santa arrived sitting on the front of Blanchard’s fire truck. He handed out candy to the excited children who rushed up to see him. Afterwards, Santa stopped in at Corner Inn Pizza so children could sit on his lap to tell him what they wanted for Christmas and to have their picture with Santa taken by Deanna McNeill Photography.
Following the parade, people gathered for hot chocolate that was provided by the Blanchard Chamber of Commerce and Nu Chi, cookies that were provided by Connection Church, and chili that was provided by Custom Dental, Dr. Drew Brown of Newcastle. Three Days’ Journey, Blanchard Kindergarten classes, and the Blanchard High School Choir performed Christmas music to entertain the people waiting for the Shop Blanchard drawing of $2500 in gift cards. Jeffrey T. Bishop Hired as Blanchard’s New City Manager
Last Wednesday, November 23, Jeffrey T. Bishop was hired as Blanchard’s new city manager. Mr. Bishop has a Bachelor of Arts degree in Municipal
Management from the University of Central Oklahoma in Edmond, Oklahoma, and has graduate work in Public Administration at the University of Oklahoma.
He will be leaving his current position as Chief Executive Officer of the Oregon International Port of Coos Bay in Coos Bay, Oregon, to start as Blanchard‘s
new city manager beginning January 3, 2012. Mr. Bishop also has extensive experience in public administration, serving as City Manager of Sulphur, Oklahoma, and City Administrator in the cities of Jerome, Idaho, Connell, Washington, and Lansing, Kansas. He also holds the Certified Commercial Investment Member (CCIM) designation from the CCIM Institute, an affiliate of the National Association of Realtors®, and the Real Property Administrator (RPA) and Facility Management Administrator (FMA) designations from the Building Owners and Managers Institute (BOMI).

City Council Hires New City Manager
On Wednesday, November 23, during a special meeting, the Blanchard City Council voted 3 to 1 to hire Jeffrey Bishop of Coos Bay, Oregon, as the new city manager. When asked in an interview with Mayor Frank Broyles, he stated he was the no vote. When asked why he voted no, the mayor said, "because after narrowing the list down to two individuals who both appeared to be qualified, there was a large difference in the cost to hire them. The difference was approximately $20,000 per year in salary and benefits." The mayor went on to say his vote had nothing to do with the new city manager or his qualifications. It was purely a matter of cost to the city since both candidates appeared to be qualified, professional city managers. The new city manager will be paid a starting salary of $82,500 and will receive a benefit package of approximately $20,000 which includes a $500 a month for a car and phone allowance and health, vision and dental insurance for his entire family. Starting date for the new city manager will be January 3, 2012.

Cole Votes for Balanced Budget Amendment
WASHINGTON, D.C. – Rep. Tom Cole (OK-04) released the following statement after the House of Representatives voted on H.J. Res. 2, a Balanced Budget Amendment to the Constitution:
"Amending the Constitution is a very serious step, but our national debt has reached such an alarming level we need bold action to bring fiscal discipline to Washington. Congress has demonstrated time and again that it will ignore any budgetary restraints we put in place. If we're going to avoid a debt crisis that will bankrupt our children and grandchildren, we need enforceable spending restraints that only a Balanced Budget Amendment would provide. By refusing to send a Balanced Budget Amendment to the American people for a vote, congressional Democrats have demonstrated once again that they are not serious about debt reduction."
With today's vote of 261-165, the measure -- which passed in 1995 with 300 bipartisan votes -- failed to achieve the necessary two-thirds majority vote required for constitutional amendments.

Ron Paul Signs on to Letter Calling for Pay Cut in Congress Advocates cutting compensation to reduce deficit
LAKE JACKSON, Texas – Yesterday, 2012 Republican Presidential candidate Ron Paul joined a bipartisan group of legislators in a letter sent to the members of the Super Committee calling for a reduction in Congressional compensation as part of any proposal to reduce the deficit.
The letter advocates reducing Congressional pay to “send a powerful message to the American people that Congress should not be exempt from the sacrifices it will take to balance the budget.” It also highlights the fact that members of Congress are paid salaries 3.4 times the average full-time American workers.

Outstanding Veterans' Day Parade
Saturday the 12th, Blanchard celebrated Veterans Day like nobody else, judging by the sheer number of Blanchard residents lining Main Street for our very first Veterans Day Parade. There were many out of town visitors and a couple on vacation from Germany. I can’t imagine anyone living here not seeing the parade and not being moved by it. Everybody was there! KFOR’s Bobbie Miller did an excellent job of announcing the parade and entertaining those gathered downtown. How about the Blanchard Lions Club -- can they put a parade thru town or what?
The Chili Cook Off was a big hit with everyone in attendance. Jaci Lane kicked off the chili tasting with the National Anthem. As attendees sampled chili from the Cook Off contestants, Nathan Burris gave the crowd an outstanding performance of today’s most played country music. Following Nathan was Jaci Lane (WOW! such a big voice from such a small girl) and the Graystone Bluegrass Revival entertaining everyone with Bluegrass and Patriotic music.
Two trophies and a new bicycle were given to three lucky winners. The Mayor’s Choice Trophy for best parade entrant went to the Dibble FCCLA for their float honoring all veterans and especially the POW & MIA. A brand new bicycle, donated by Wal-Mart, was awarded to Lincoln Rego for the most patriotic decorated bicycle for ages 12 years and under, and Macy Hayes was awarded the runner up prize of $50.
Fifteen contestants brought their best chili recipes to Lions Park to go head to head for the right (and trophy) to lay claim to having made the best chili in Blanchard. Among those entered were Ace Hardware, TOPPS (Gwen Henry), Blanchard Fire Department, American Legion Auxiliary (Betty Mitchell), DAV (Lloyd Giddeon) along with individual entrants Sharon Annesley, Karla Brinkley, Brance Spradlin, Mark Jackson, Lee Carry, Scott Mooney, husband and wife team Mark & Michelle Shaw, mother and daughter, Lavita Bowring and Brook Bowring Hays, competing against each other, and for a different taste Alex Sotomayor entered his chicken chili. When the dust settled and all the chili was gone, the votes were counted and by a small margin the Blanchard Fire Department took the trophy and bragging rights until next year’s Chili Cook Off.

Veterans Day Ceremony, Parade and Chili Cook Off
Members of the VFW and American Legion gathered together on Friday, November 11, 2011, to honor our veterans at the Tony K. Burris Memorial Flag Pole. A prayer was given, followed by a twenty-one gun salute.
Then on Saturday, November 12th, one of the largest Veterans Day Parades to ever take place in Blanchard began at 10:30 am. The 77th Army Band from Fort Sill, the Oklahoma City Scottish Pipe and Drum Corps, the Blanchard High School Band, and the Dibble School Band performed patriotic music. There were antique cars, military trucks, the Shriner’s, members of the American Legion Riders and the Patriot Guard on motorcycles, antique tractors, floats, the Governor’s Honor Guard, and many others who participated to honor our veterans. Veterans, including WWII, the Korean War, Vietnam, Persian Gulf Wars, and the Military Order of the Purple Heart, rode on floats and some in antique cars. Grand Marshal Nathaniel Thomas rode in a white carriage pulled by a white horse. U.S. Representative Tom Cole watched the parade from the grandstand, and State Representative Lisa Billy and her family rode on an antique tractor in the parade. Family members of Tony K. Burris were also in attendance in the parade.
The Dibble FCCLA won the Mayor’s trophy for the best float.
Following the parade, people gathered at Lion’s Park to judge the first Chili Cook Off. Nathan Burris, a cousin of Tony K. Burris, Greystone Bluegrass Revival, and Jaci Lane entertained the crowds. Proceeds of the Chili Cook Off go towards the local area toy drive.
The Blanchard Fire Department received the trophy for the best chili.

Blanchard Drug Bust Nets Over 900 lbs of Marijuana
The DEA, working with the Oklahoma Highway Patrol, McClain County Sheriff's Office and local police, made a major drug bust last Thursday, November 10, 2011, in the parking lot of Gator's 66 and Deli in Blanchard. Two people were arrested at that time, and four others involved were arrested in surrounding communities. It appears the group may be part of a cartel moving drugs from Mexico north through Texas and Oklahoma. The arrests in Blanchard included the confiscation of an RV containing over 900 pounds of marijuana.

Historic 5.6 Magnitude Earthquake Felt in Blanchard
On November 5, 2011, a 5.6 magnitude earthquake shook the earth and rattled buildings here in Blanchard. It was located east of Oklahoma City and reported to be the strongest earthquake in Oklahoma history. It was felt from St. Louis, Missouri, to Dallas, Texas, and reports came from at least 14 other states. A foreshock of 4.7 magnitude was reported earlier the same day, and there have been dozens of aftershocks reported, with more expected to occur for weeks to come.
Surprisingly, earthquakes are not uncommon in Oklahoma, but people usually do not feel them because they are too small. The number of earthquakes in Oklahoma has risen since 2008, and more are being felt. Fifty earthquakes were reported in 2009, with increasing activity continuing into 2010.
Before the November 5th, 5.6 magnitude earthquake, the worst recorded earthquake in Oklahoma was reported in 1952. The 1952 earthquake was 5.5 magnitude and struck El Reno, Oklahoma City, and Ponca City. It caused a crack approximately 46 feet long in the State Capitol at Oklahoma City. Many towns in Oklahoma and some towns in Kansas and Texas reported slight damage at that time. That earthquake was felt over most of Oklahoma and as far away as Arkansas, Iowa, Kansas, Missouri, Nebraska, and Texas.
According to the US Geological Survey National Earthquake Information Center, “there is always a small possibility of an earthquake of larger magnitude following any earthquake, but the occurrence of the magnitude 5.6 earthquake and the increase in activity in recent years does not necessarily indicate that a larger more damaging earthquake will occur.”
The USGS and the Oklahoma Geological Survey are joining together to expand the seismic monitoring in Oklahoma.
Nathaniel Thomas Chosen as Veterans' Day Parade Grand Marshal
The Blanchard Veterans Day Celebration Committee has selected a local veteran to serve as the Grand Marshal of the Veterans Day Parade and Chili Cook Off scheduled for Saturday November 12th. There were several nominations from Blanchard and the surrounding communities. When the dust cleared, one man stood above all others. That man is Blanchard resident Nathaniel Thomas.
Nathaniel was 17 years old when he convinced his mother to consent and sign his enlistment papers so he could join the U.S. Navy. After Boot Camp in San Diego, he was sent to the Admiralty Islands and later the Philippines. After being honorably discharged in 1946, he became a member of the Navel Reserve until 1952.
In October 1947 Nathaniel married Lo Eva Robert and they raised four children. Their son Samuel was a Marine and Vietnam veteran. Nathaniel worked several years at the Navel Ammunition Depot in McAlester. During this time he was the pastor of the Full Gospel Tabernacle near Canadian, Oklahoma. In 1957 he went to work for the Federal Aviation Center where he remained until his retirement. He also pastored the Full Gospel Tabernacle in Blanchard for several years.
Nathaniel has been active in both the American Legion and the VFW as their Chaplain. He has been a volunteer Chaplain at both the Veterans Hospital in Oklahoma City and the Veterans Center in Norman. His service during WW II did not go unnoticed. He was decorated with the America Area Ribbon, Asiatic Pacific Ribbon, Philippine Liberation Ribbon and the WWII Victory Medal among others. Nathaniel has been a proud member of the Blanchard community for many years and continues to serve his neighbors and veteran organizations.
The Veterans Day Celebration Committee along with area citizens would like to say "Thank You" for your service.
First Amendment Rights
The five Rights the First Amendment promises us are: freedom of the press, freedom of religion, freedom of speech, freedom to peaceably assemble and freedom to petition the government for a redress of grievances. They are the very basis for what our country stands.
Without the First Amendment, newspapers would not be able to print stories on what is really going on in our cities, states and nation. There would be only one set of beliefs for our churches. We would all become like computers with the only data being fed to us controlled by our government. We would not be able to voice our opinions or protest injustices. Our government would rule the people, and it would no longer be a government Of the People, For the People and By the People.
News media are granted freedom from hindrances under the First Amendment, such as someone wanting to review an interview or article before it is published. Some people believe they can demand or dictate what is published and reported. The First Amendment says otherwise. The First Amendment gives the press the right to report things they think the people might want or need to know. There is no rule that says what coverage must be granted or prohibited.
So many people do not understand the First Amendment Rights. To understand what makes these rights so important, take a long look at what happens in other countries if you voice an opinion or protest the government.

Adult Bullying a Serious Problem
Bullying has become a serious problem in schools and steps need to be taken to stop it. Also, adult bullying has been getting worse. Adult bullies are much worse than the younger bullies because they are more skilled at hiding their true nature. They target family members, co-workers, neighbors, or anyone who does not do what they want. They will sometimes have other problems such as alcoholism or drug addictions, which make them even more dangerous and unpredictable.
An adult bully is a convincing, practiced liar with a Dr. Jekyll/Mr. Hyde personality and the ability to deceive. The Mr. Hyde side of their personality is really quite vile, vicious and vindictive. Their Dr. Jekyll persona can be charming and self-effacing, which always seems believable and convincing enough to fool the people they want to impress.
They portray themselves as wonderful, kind, caring and compassionate individuals. But to their victims, they are very intimidating, threatening, terrorizing, and fearsome. Bullies are arrogant and contemptuous of others. They have a compulsive need to control others, and will launch an immediate personal attack against anyone who contradicts them.
Creating conflict is also a weapon the bully will use against those who try to expose them, hoping to discredit the truth. They will verbally or physically attack anyone they perceive to be an adversary or anyone who can see through their mask. They do not care who they hurt or what damage they cause.
Bullies see nothing wrong with their behavior. They are convinced of their superiority and have an exaggerated belief in their capabilities and what they feel people owe them. Bullies are immature, aggressive, and manipulative. They believe that the laws do not apply to them.
If you are a victim of an adult bully or if you are a witness to their abuse of others, report them to the police. Stop allowing bullies to get away with their behavior. By holding them accountable, you may just be saving someone from harm or saving someone’s life.
